Najzad, nije pravna država ni ona u kojoj ostvarivanje prava zavisi od toga da li je građanin koji pravo želi da ostvari to pravo dovoljno moćan da se oni koji primenjuju zakon uplaše od njegovog vaninstitucionalnog uticaja.
