Economist - Enormous resistance remains among rank-and-file Republicans. Bob Bennett, the number two Republican on the Senate Banking Committee, had been negotiating the pact because the most senior Republican, Richard Shelby of Alabama, is flatly opposed. The House Republican leader, John Boehner, said that he was “encouraged by the bipartisan progress” but his side would not yet agree to a plan.
