New Yorker  - Defense Department policy acts as a deep closet, even in death. From the Second World War until the Clinton Presidency, homosexuality in the armed services was banned outright; declaring oneself gay was a common draft-dodging maneuver during the Vietnam years. When Bill Clinton took office, in 1993, he vowed to end the ban, but, facing strong opposition from the four-star community, he settled on a compromise.
