The New Yorker, by Ian Parker - Bonobos are celebrated as peace-loving, matriarchal, and sexually liberated. Are they?This pop image of the bonobo—equal parts dolphin, Dalai Lama, and Warren Beatty—has flourished largely in the absence of the animal itself, which was recognized as a species less than a century ago. Two hundred or so bonobos are kept in captivity around the world; but, despite being one of just four species of great ape, along with orangutans, gorillas, and chimpanzees, the wild bonobo has received comparatively little scientific scrutiny. It is one of the oddities of the bonobo world—and a source of frustration to some—that Frans de Waal, of Emory University, the high-profile Dutch primatologist and writer, who is the most frequently quoted authority on the species, has never seen a wild bonobo.

The Global Flat Tax Revolution

Mitchell - International bureaucracies are obstacles to tax reform, both because they are ideologically opposed to the flat tax and because they represent the interests of high-tax nations that want tax harmonization rather than tax competition. The Organization for Economic Cooperation and Development, for instance, has a “harmful tax competition” project that seeks to hinder the flow of labor and capital from high-tax nations to low-tax jurisdictions. The OECD even produced a 1998 report stating that tax competition “may hamper the application of progressive tax rates and the achievement of redistributive goals.” In 2000 the Paris-based bureaucracy created a blacklist of low-tax jurisdictions, threatening them with financial protectionism if they did not change their domestic laws to discourage capital from nations with oppressive tax regimes.

Adam Zamoyski, whose fascinating new book “Rites of Peace” ( HarperCollins, 634 pages, $29.95) is a history of the spectacle as well as the substance of the Congress, uses the words of some of the less famous attendees to set the scene. What struck them first was the light. Sixteen thousand candles and thirty-two chandeliers lit up two ballrooms in the imperial palace, where the glass windowpanes had been replaced with mirrors, redoubling the splendor.
