vojko, torek, 6. februar 2007Čeprav z zamudo, kajpak iz opravičljivih razlogov, je svetovno klimatsko poročilo, predstavljeno 2. februarja v Parizu, tukaj vendarle treba obravnavati vsaj v poudarkih:
The report says that human activities were “very likely” the main cause of warming in the last 50 years. In the language of the IPCC, that translates into at least a 90 percent probability. In the last report in 2001, the link was described as “likely,” meaning a 66 to 90 percent probability. The report predicts temperature rises of 1.1 to 6.4 degrees Celsius (2 to 11.5 degrees Fahrenheit) by the year 2100, a wider range than in the 2001 report. The panel’s best estimate was for temperature increases of 1.8 to 4 degrees Celsius (3.2 to 7.1 degrees Fahrenheit). Regarding rising sea levels, the report projects jumps of 7 to 23 inches (18 to 58 centimeters) by the end of the century. An additional 3.9 to 7.8 inches (10 to 20 centimeters) are possible if polar ice sheets continue to melt.
V ZDA, ki niso podpisale kyotskega sporazuma (kot da bi ti bil ta kaj več kot pregovorni blažev žegen), se bo zdaj o podnebnih spremembah navsezadnje morda vendarle začela kolikor toliko spodobna oziroma resna politična razprava:
On the House side, the Democratic majority has elevated Representative John Dingell, of Michigan, to the chairmanship of the Energy and Commerce Committee. Dingell assumes the post from Joe Barton, of Texas, whose tenure was marked by a series of investigations (or, if you prefer, witch hunts) targeting prominent climate scientists. Now eighty, Dingell has spent more than half a century in Congress protecting the American auto industry. Nevertheless, he has promised to hold hearings on climate change, and has invited Al Gore to testify. Meanwhile, House Speaker Nancy Pelosi has gone a step further, creating a Select Committee on Energy Independence and Global Warming, reportedly to be headed by Representative Ed Markey, of Massachusetts. “The science of global warming and its impact is overwhelming and unequivocal,” Pelosi said, announcing the committee’s formation last month. “Now is time to act.”
Kitajska, Indija, Brazilija … še niti tako daleč niso. Ni realno pričakovati, da bi lahko bile. Njihova vstopnica v t.i. boljše življenje ni subvencionirana le z nizkimi mezdami, temveč tudi okoljsko rento:
Floods, droughts, hurricanes and other climate disasters now sap at least 2 percent away from China’s potential GDP every year, and the absolute value of that damage is likely to grow with deepening climate change.

No, pa tudi Evropa se očitno ne more kaj posebej pohvaliti: “European Union Commissioner for the Environment Stavros Dimas has reportedly backed off from his hardline position on auto emissions. Technology will share the burden for reductions with European carmakers.”

Predlog za znižanje izpustov plinov iz avtomobilov ni prvi, ki ga je moral okoljski komisar Dimas pod pritiskom “industrijskim podjetjem bolj naklonjenih kolegov” omiliti. Tokrat je zanimivo predvsem, da je predsednik evropske komisije Barroso pred slabim mesecem vehementno razglasil, da bodo evropska podjetja prevzela vodilno vlogo pri razvoju novih okoljskih tehnologij, EU pa vodilno vlogo pri ukrepih za zmanjšanje vplivov na klimatske spremembe. Hitro si je spet premislil.
